Govt’s silence on NIOS failure earns BJYM wrath

SHILLONG: The Bharatiya Janata Yuva Morcha (BJYM) president, Egenstar Kurkalang, criticised the State Government for being a mute spectator in the imbroglio over the results of Diploma in Elementary Education (D.El.Ed) that led to several rounds of teachers’ agitation in the city.
In a statement to the media, Kurkalang said, “Rs 526.2 lakh was released to NIOS (National Institute of Open Schooling) for training of 4,385 teachers in the 2013-14 batch (first batch). For the second batch of 3,437 teachers that NIOS enrolled in 2015, Rs 206.22 lakh was sanctioned and released in 2015-16.”
The State Government tied up with NIOS to train 7,822 teachers in 2013-14 but NIOS enrolled only 4,385 teachers and Rs 526.2 lakh was released for training of 4,385 teachers in 2013-14, which was the first batch.
Alleging NIOS of wasting public money, the BJYM chief said Rs 206.22 lakh was released in 2016-17 to train 3,427 teachers in the second batch but surprisingly classes for the second year have not yet started.
The Project Approval Board had released Rs 480 lakh for 2016-17 for the training of 8,000 teachers. The State Government had claimed that all the teachers were registered with NIOS, “but in reality no enrolment form was issued by the institute”, said Kurkalang.
“It was seen that NIOS could not conduct and manage the training in a proper way that create controversies between teachers and NIOS. The anomalies in the declaration of result could not be solved till today and it forced the teachers to protest,” he added.
BJYM said the Government did not make any effort to address the teachers’ grievances despite several requests.
As per the PAB report, the total amount sanctioned and released to Meghalaya is Rs 1,418.64 lakh. Kurkalang said even after four years of PAB approval, not a single teacher out of the 15,000-odd received the certificate of training.
Alleging that it was a waste of public money, the BJYM president said, “This also shows that the government neglect the dignity of teachers and students as well and is not serious about promoting education in the state. Thus BJYM Meghalaya in a meeting held on February 16, in part office Shillong condemned the irresponsibility on the part of the State Government.”
