Govt extends night curfew in EKH, issues guidelines

SHILLONG: With the state not witnessing a hiatus in COVID-19 cases, the East Khasi Hills District Magistrate on Sunday issued a slew of guidelines, announcing restrictions as well as relaxations across the district.

The EKH District Magistrate has promulgated night curfew in the district with effect from Monday till July 13, between 10pm to 5am every day.
“Movement of vehicles carrying essential goods, security forces, medical equipments and shops for repair of trucks on highways are exempted. However, drivers and attendants of the vehicles shall be subjected to medical screening as per laid-down protocols,” said a statement on Sunday.
Night curfew passes for the dates can be obtained via www.eastkhasihills.gov.in.
Prohibitions
The EKH district magistrate has also decided to continue with prohibition on interstate movement.
“The order also prohibits operation of unregulated major markets and unregulated shopping complexes, border haats and markets located at the interstate borders, operation of all cinema halls, gymnasium, swimming pools, entertainment parks, theatres, bars and auditorium, assembly halls and similar recreational places, all forms of contact sports and spectators in sport grounds and stadia, operation of educational institutions, training centres and coaching classes barring online learning, opening of religious places and places of worship of all faiths to the public including religious gatherings and congregation,” the statement said.
The order also said that 50 per cent of private and public transport will operate as per orders notified earlier.
The DC has also prohibited bringing of additional workforce from outside the district except for skilled, highly-skilled, specialised professionals and technicians.
“Only in-situ construction with in-situ worker which shall include labourers, supervisors, contractors, etc., working in the construction site coming from their residence within the same district are allowed to operate daily. However, they shall obtain permission and submit an undertaking to the office of the deputy commissioner,” the statement said.
Directive for funeral and last rites-related gatherings remains the same.
The DC has said the supply chains, wholesalers, retail outlets, shops, services and other establishments in the district will be regulated as per scheduled timings and dates released in advance by the district magistrate.
“The designated joint secretaries, heads of departments, sub-divisional officer (C) Sohra and Pynursla Civil Sub-Divisions, block development officers and District Heads of Office in East Khasi Hills will issue vehicle passes only to their respective officers and staff, specifically for official purposes,” the statement added.
The District Administration has allowed border trade with Bangladesh through Land Customs Stations with strict compliance to the standard operating procedures. However, trade through border haat is remains suspended.

Iewduh shops
Meanwhile, the DC also said that shops in Iewduh will continue to open as per earlier orders on rotational and alphabetical basis.
Other shops
The EKH DC also said that shops operating from fixed premises in Shillong will open between 8 am to 8 pm for areas falling under Police Bazaar, GS Road, Keating Road, Jail Road, Motphran, Anjalee Point, Mawlonghat, Iew Mawlong, Cantonment, retail shops of Jeep Stand, Garikhana and Paltan Bazaar.
According to the order, stand-alone shops with serial numbers 1 and 3 will open on, July 6, 8, 10, 14, 16 and 18, while stand-alone shops with serial numbers 2 and 4 will open on July 7, 9, 11, 13, 15 and 17.
“For shops in shopping malls and complexes except Glory’s plaza, JM Towers and Jivan Ram Complex and Khasi Market, shops with serial numbers 1, 3 and 5 will open on July 6, 8, 10, 14, 16 and 18, while shops with serial numbers 2, 4 and 6 will open on, 7, 9, 11, 13, 15 and 17.
The DC has directed Wholesale shops, operating from fixed premises in areas falling under Jeep Stand, Garikhana and Paltan Bazaar, to function between 8 am to 8 pm on Monday, Tuesday and Wednesday. However, on every Thursday, Friday and Saturday, they have been allowed only for doorstep delivery to their retailers.
“For Khasi Market below Jaiaw Taxi Stand at Motphran, shops with serial number 1 and 4 will open on July 6, 9, 15, 18, 21 and 24; shops number 2 and 5 will open on July 7, 10, 13, 16, 22 and 25 while shops number 3 and 6 will open on July 8, 11, 14, 17, 20 and 23,” the order said.
The shops with serial numbers 2 and 4 in Jhalupara and Mawbah will open on July 6, 8, 10, 14, 16 and 18 while the shops with serial numbers 1 and 3 will open on July 7, 9, 11, 13, 15 and 17.
