Provincialisation of teachers’ service
SHILLONG: The Joint Action Committee of All Teachers’ Association in Meghalaya (JACATAM) has expressed their satisfaction over the steps taken by the State Government to provincialise the services of the school teachers in the State.
“We have been briefed by the Government on the comparative study which they had conducted on the education system in Goa and Tamil Nadu to find out on the feasibility of the proposed exercise to provicialise the service of the teachers,” JACATAM chairman ED Nongsiang said after a delegation of the organisation met the Director of School Education Ambrose CH Marak here on Monday.
Nongsiang said that the director along with some officials found out that the education system in the two States is very much similar with the prevailing system in the State.
As per the finding of the comparative study, he said that the two States have three categories of schools-Government, Government Aided and Self Financing Schools.
“Both Goa and Tamil Nadu had converted the various categories of schools into Government aided schools which were set up during the period from 1981 to 1991,” Nongsiang said.
As per the policy adopted by these two States, he said that the services and salaries of the teachers in these Goverment aided schools were being taken care by the Government while also informing that the day to day management in the functioning of the schools and also the appointment of the teachers lies with the concerned managing committees.
“There are no transfer in these Government aided schools like in the Government schools,” JACATAM chairman said.
Meanwhile, he said that the Government officials would be another series of comparative studies of the education system in Assam and Mizoram before submitting the final report on the proposed provincialisation of the service of the teachers in the schools.
He said that the Government is spending a total amount of Rs 513 crore in payment of the salaries of the salaries of the teachers.
“With the provincialisation of the service, the Government would spend around Rs 919 crore,” JACATAM chairman said.
“The pattern funding in education system in Meghalaya is 90 percent from the Centre and 10 percent is the State contribution,” Nongsiang added.
