KHADC Bill to regulate hiring of non-tribal staff

SHILLONG: The KHADC has introduced an amendment to the provisions of the Khasi Hills Autonomous District (Trading by non-tribals) Regulation, 1954 making it mandatory for the hired non-tribal employees to obtain a prior clearance certificate from the Executive Committee of the Council.
KHADC CEM Titosstarwell Chyne introduced the Khasi Hills Autonomous District (Trading by Non-Tribals) (Tenth Amendment) Regulation, 2020 on the first day of the budget session of the KHADC on Wednesday. Earlier, it was mandatory for a non-tribal employee to get clearance certificate from the EC of the Council if they work under a tribal employer.
However, with the introduction of the amendment, it will be mandatory for the non-tribal employees to get clearance certificate if they are working under a tribal or a non-tribal employer.
The Council amended the second proviso to sub-section (2) of Section 3 of the Principal Regulation.
The Act states: “Provided further that a non-tribal who is employed in any trade or business owned by a tribal shall obtain a clearance certificate from the Executive Committee to the effect that he is working as an employee or labourer of such tribal in the particular trade or business”.
As per the amendment, the words “owned by a tribal” appearing between the word “business” and the word “shall” shall be omitted and the words “of such tribal” appearing between the word “labourer” and the words “in the” shall be omitted.
