CID registers disproportionate assets case against Assam cop

Guwahati, Jan 10: The criminal investigation department (CID) of Assam Police has registered a disproportionate case against former officer-in-charge of Dhulia police station in Darrang district.

An official statement here on Tuesday said the case (CID PS case number 1/2023 under Section 120B read with 109 IPC and Section 13(2) read with 13(1)(b) of Prevention of Corruption Act, 1988 (as amended in 2018), was registered against sub-inspector (SI) Utpal Bora, the then officer-in charge of Dhula police station, and his wife.

It may be recalled that CID has already investigated and charge-sheeted the accused, one Krishna Kamal Baruah, in the minor girl murder case of Dhula police station,  and also registered a separate case on charges of bribery against the then superintendent of police and additional SP Darrang, and the then officer-in charge of Dhulia police station, Bora.

“During investigation of the bribery case, it has come to light that SI Utpal Bora had purchased a luxurious SUV MG Gloster vehicle at a cost of Rs 33.93 lakh in December 2020 in his name,” the statement said.

“The SI had also purchased a housing plot measuring 3 katha at Pachim Boragaon, Guwahati, at a cost of Rs.48 lakh in the name of his wife in March 2022,” it said.

“Further, Bora also booked an apartment (2,950 sq. ft. built-up area in Sept, 2020) at a cost of Rs 45 lakh, which is now under construction. As per the payment conditions in the agreement, 95 percent of the cost appears to have been paid to the builder so far,” the statement said.

“Moreover, there are cash balances in his savings bank accounts to the tune of Rs 5.23 lakh at ICICI Bank, Barpeta Branch and Rs 17.5 lakh at SBI, New Guwahati Branch,” it said.

“During the check period, his known sources of income were only Rs 13.3 lakh and he had incurred an expenditure of Rs 6.74 lakh towards household expenditure, registration fee and stamp duty and road tax for the luxury vehicle,” the statement said.

“As such, he is in possession of disproportionate assets to the tune of Rs 1.26 crore which is more than 947 percent of his known sources of income,” it added.
