Shillong: The State Government has decided to re-examine the recent proposal to outsource the services of Grade-IV staff in the State Secretariat, which stirred strong protests from various sections.

Informing this here on Monday, the Secretariat Administration Department (SAD) Minister JA Lyngdoh said, “At the moment, the matter has been kept in abeyance.”

The Government took this decision with the sole objective of arriving at the best possible decision acceptable to everyone, Lyngdoh said. He explained that the decision was taken to ensure that Grade-IV staff appointed by the company were not exploited.

It may be mentioned that the State government had earlier floated tenders inviting registered service providers for the appointment of Grave-IV staff on contractual basis in the Secretariat.

The total salary of an outsourced staff would be only Rs 3,974 per month which includes wages of Rs 3000, Employees Provident Fund (EPF) Rs 538, Employees’ State Insurance (ESI) Rs 136 and outsourcing charges Rs 300.

The SAD minister also admitted that Rs 3,974 was not enough.

Lyngdoh informed that the objective of the government in outsourcing the services to private firms was mainly to get people who are already trained for the job so as to ensure work quality, discipline and better work culture.
