It is a known fact that the State Government usually recommends officers from both the MCS and other services for nomination to the Indian Administrative Service after such officers have served for some years as the Heads of Department and after their capacity in administration and ability to head the Department has been effectively assessed by the Government. But recently the Government pressed for the case of a District level technical officer of the Soil Conservation Department and eventually got him nominated to the service. This decision of the Government is highly questionable as many other District level technical officers were not aware at that time that such an opportunity is available because of lack of transparency at the time when recommendations were called for. There is a strong suspicion that this was manipulated by the officer and some high ranking bureaucrats to singly push the case without giving a fair chance to others. Now that the floodgate is opened, it is expected that the next time a vacancy arises, the Government has to make a choice from scores of District level officers, executive engineers, research officers, divisional officers, deputy directors etc which no doubt would be a tough task since the performance of officers of such ranks is gauged at the level of the Directorate only and may not be a sufficient enough record to assess the capacity of such officers . Moreover, it would be unfair for the MCS officers of the rank of ADCs, Project Directors, Deputy Secretaries and Joint Heads of Department with more exposure in public administration to be superseded by a District level officer while they have to wait for a stint first as Head of Department. By a single manipulative action the Government has not only stirred the hornet’s nest but has also initiated the process to degrade the elite service which will eventually lead to adverse output.

Apropos the letter to the editor, “Unfilled Vacancies” (ST Aug 27, 2011) its sad to see that we have become such a corrupt and selfish society. I sympathize with those who passed the MCS Exams conducted by the MPSC from the waiting list for not getting their appointment till date. We all know that those topped the list are mostly candidates with strong political back-up. The really deserving candidates are at the bottom of the list. That is why no one fights for them or for their appointment. Politicians don’t care a damn and are too busy running to Delhi. The bureaucrats chicken out of appointing anyone as most of them also got the post because of the backing of politicians so they don’t dare take decision against the politicians. Social organizations will not take up the issue of unfair appointments as there is nothing to gain. We are a society that is not answerable to anyone; not even to our conscience. Many reason will be given for the non- appointment, the most important being funds crunch. But are they spending money from their own pockets or from the 100% subsidy the Central Government is giving to us from the sweat of non tribal tax payers? Had it been a non-tribal candidate those involved in the delay would sure have a lot of answering to do. Am saying this as personally I have met with this hardship for getting an appoint in government service, even after passing the MPSC and being placed in the middle of the list. It was a bitter experience to see those at the top and bottom of the list getting their appointment letters. And to think that there are vacancies lying unfilled!
