Congress, JD(S) demand dismissal of BJP govt

Bangalore: Opposition Congress and Janata Dal (Secular) on Thursday urged Karnataka Governor H R Bhardwaj to dismiss the ruling BJP government headed by D V Sadananda Gowda as it has failed to upkeep the dignity of the Legislature.

Speaking to newsmen after submitting a memorandum to the Governor, JD (S) floor Leader in the Assembly H D Revanna said ”we have appealed to the Governor to recommend for invoking Article 356 of the Constitution since the governance of the State cannot be carried on in accordance with the provisions of the Constitution since this BJP government forfeited the legal and moral authority to govern the State.”

He said the recent incident of viewing porn video by the Ministers in the Assembly when it was in session had degraded the morality of the members and the sanctity of the House had been demolished. ”The ruling party instead of taking action by disqualifying the culprits– Lakshman Savadi, C C Patil and Krishna Palemar, has decided to appoint a House Committee to unearth the truth which is crystal clear of the offence committed,” he alleged JD(S) Floor leader in the Legislative Council M C Nanaiah said ”the ugly and obscene up seen incident involving three former Ministers is sufficient proof of the constitution of the failure of rule of law and governance of the State of and the entire parliamentary system in Karnataka is in a State anarchy.” Nanaiah said since the Supreme Court has upheld the Governor’s recommendation for dismissal of the Government in October 2010 for disqualifying 16 MLAs by the Speaker and as the situation is continuing in the similar pattern there is ample scope under the Constitution to dismiss the government. Moreover, the Apex Court has also passed severe stricture against the Speaker for his action to safeguard the then Yeddyurappa government and without giving sufficient time for the affected members to explain their stand. Leader of the Opposition in the Assembly Siddara-maiah, speaking to newsmen after submitting a memorandum to the Governor, said ”we have appealed to the Governor to dismiss the BJP government in the State as it is not functioning according provisions in the Constitution.”

Alleging that Speaker K G Bopaiah was acting in favour of the government, Mr Siddaramaiah said yesterday the Speaker did not conduct the House as per rules and displayed favouritism to the government instead of functioning in impartial manner as required for the post he held.

”The Speaker has scuttled the rights of the opposition by disallowing discussion on an issue which has degraded the morality of the members and dignity of the House following three Ministers witnessing porn video when the Session was in progress and important issues like drinking water and Drought was under discussion,” he alleged.

Karnataka Pradesh Congress Committee President Dr G Parameshwar said ”there is ample scope under the constitution to dismiss this BJP government as it has been indulging in misrule right from the beginning. The Speaker, instead of acting impartially, had indulged in favouring the government either by disqualifying the members or by disallowing the opposition to raise any issue.”

He said the Governor has said that he was also watching the happenings in the State and will take appropriate action under the Constitution. (UNI)
