SHILLLONG: The functioning of the State Employment Exchange came under scanner in the Assembly on Thursday with majority of the members of the House stressing on the need to revamp the institute.
While emphasizing on the need to revamp the employment exchange, senior NCP legislator from Tura Purno A Sangma wondered if the State Government has made any such attempt towards this end.
“Many states in the country have utilized the funding of the World Bank for modernization of their Employment Exchanges. I would like to know if the State has taken advantage of this World Bank funding to modernize the institute,” Sangma said during the Question Hour.
He further said that it would be difficult for the State Employment Exchange to give an accurate figure on the number of unemployed youth in the State unless the Government made it compulsory for all the educated youths to register themselves with the exchange.
“I would like to know if the Government has a policy in place where it makes it mandatory for the unemployed youth to register with the Employment Exchange,” Chief Minister said.
Echoing the same views, independent legislator Manas Chaudhuri also suggested that the Government should make it mandatory for the educated unemployed youths to register themselves.
At present many of the Government departments are filling various vacancies on their own adding that the Employment Exchange is not informed about the vacancies.
‘I am of the view that the Government should enact a law which would make it compulsory for all the educated unemployed to register with employment exchange,” Chaudhuri said even suggesting on the need to revamp the institute.
While attributing unemployment as the root cause which has brought about the insurgent problem, Nongkrem legislator Ardent Basaiawmoit said that definitely, there is a need to revamp the employment exchange in the State.
“I do not think that the exchange is performing its function as mandated,” Basaiawmoit said.
In reply, Chief Minister Dr Mukul said that steps would be taken by the Government to make it compulsory that the unemployed youth register themselves with the employment exchange.
In fact, Dr Mukul said that the Government from the beginning of the coming fiscal would direct both the educated and uneducated youth to register themselves with the employment exchange.
“We are taking this step as a part to celebrate the year of the youth,” Sangma said.Meanwhile, Deputy Chief Minister in charge Labour Rowell Lyngdoh has informed that the Government is taking steps to revamp the employment exchange from the next fiscal year.
