‘Sikkim model institute in Arunachal soon’

Itanagar: Highly impressed with the State Institute of Capacity Building (SICB) at Jorethang in Sikkim, Arunachal Pradesh Agriculture, Horticulture, Animal Husbandry & Diary Development Minister Setong Sena on Monday announced to move the cabinet for introducing such concept in his home state.

He said Chief Minister Nabam Tuki, keen on making the youth worthy citizens and true partners of nation-building through capacity building, which in turn would resolve the nagging unemployment problem, would be happy to appreciate the concept which would ultimately spring up in the state’s each Assembly constituency, official sources said here.

He lauded the Sikkim Government, particularly Chief Minister Pawan Chamling for conceiving the noble idea of setting up of SICB, aimed at tackling unemployment and sought its guidance and cooperation.

Sikkim is a progressive state and could be a role model for the country for its pioneering endeavours in various fields, particularly tourism, horticulture and agriculture for speedy socio-economic development of the people, he pointed out.

Mr Sena, accompanied with seven-member team, reached Sikkim on Sunday on a three-day trip to learn more about livelihood schools set up one in each 31 constituencies of this Himalayan state, source said.

Besides various agencies to tackle the menace, the SICB’s novel concept is highly impressive, Mr Sena said while making a special mention of the chief minister’s understanding of the deep-rooted problem.

Sikkim and Arunachal have many commonness and it is high time for both the states to exchange each other’s views for self corrective steps in mutual interest, he reasoned.

Pointing out that the Chief Minister conceived the SCIB as an autonomous institute in December 2009 for making relentless efforts to weed out deep-rooted corruption by removing poverty, illiteracy and unemployment for building a prosperous and self reliant Sikkim, he set up the directorate of capacity building and launched CM’s Youth Empowerment Scheme to prioritise youth development and ensure the dream be comes a reality, sources said. He provided an initial grant of Rs three crore followed by Rs six crore and Rs 10 crore in 2009-10 and 2010-11 respectively while Rs two crore of the Rs 12.5 crore projected for this fiscal has been released, SICB chief administrator SD Dhakal informed through a powerpoint presentation earlier, sources said.
