MBOSE students suffer

With reference to the letter, ‘Bleak future for MBOSE students’ (May 31, 2012) I would like to offer my personal views from what I have seen. It is indeed correct that the syllabus of MBOSE is too vast and cannot be covered by the students in a short span of time. This is posing as a major hurdle. According to what I have observed these past few years it has been a trend for the students passing out with low marks during their SSLC to shift to other state boards like Tamilnadu and Karnataka to pursue their Class XII science. Chennai is a favourite destination. These students come back to their home state Meghalaya after scoring high marks as compared to the students here. These are the very same students who had scored lesser marks than the ones studying here. How come the second class students of MBOSE studying elsewhere could score more marks? Is there a problem of too vast a syllabi or of scoring? Or is the MBOSE course tougher than that of other boards ? Is it due to the twisted question papers being set or because of the selfishness on the part of the examiners? Clearly the CBSE syllabi is much simpler and understandable as compared to the vast syllabi being followed here in our state. Hence students have taken advantage by migrating elsewhere and after completion of their two year course they come to claim their Meghalaya quota. The plutocrat students who are pouring back with first class are getting first preference even though they might not be the best students! This has posed a serious problem to the future career prospects of promising students and has adversely resulted in the uncertainty of the future of brilliant students who are compelled to pursue their studies in Meghalaya due to financial constraints. The authorities should take note of this as it is a serious anomaly.

 Clarification from Labour Dept

Of late there has been a drive by some NGO’s to register for Work Permit (Form X {See Rule 21} Sub Sec {2} of Inter-State Migrant Workmen {Regulation of Employment and Conditions of Service) Act 1979 for all non locals working in various private campus, firms etc. We would like to know whether these are applicable to genuine non-tribals as per law who are born and brought up in Meghalaya, and have been staying here for generations and also own landed property. Please clarify on the above subject in order to do away with misunderstandings and hassles etc.

 Pre-election gimmicks

The Chief Minister has released an amount of 10 crores each for the four new districts. This is a paltry sum by any standards. The Opposition Leader has rightly pointed out that this sum is not enough to develop even a block, let alone a district. Mr Conrad Sangma has actually been kind in his remarks. I would say 10 crores is not enough to even build a decent sized shopping centre, leave alone a block or district! It does appear that the CM is hell-bent on spreading the funds as thinly as possible to maximize coverage of all schemes announced by him before the elections. This is nothing but pre-election gimmickry to woo voters and is not based on sound financial sense. Such actions only doom projects to failure even before they can take off. I would request the CM to announce less number of schemes and instead pump in more money into each scheme to make them viable. I also request him to re-visit existing block level schemes and allocate badly needed funds there as well.
