Illegal transfer of trading licenses decried

 SHILLONG: Members of the Khasi Hills Autonomous District Council (KHADC) have questioned the Executive Committee of the KHADC for failing to adhere to the provisions of the United Khasi-Jaintia Hills District (Trading by Non-Tribals) Regulation, 1954, as amended.

Raising this question on the floor of the House on the first day of the summer session of the KHADC on Tuesday, Mawlai MDC Embhah Syiemlieh sought a clarification on whether the department concerned had any objection in transferring the trading license from one license holder to another.

Responding to this query, Executive Member in charge Trade, N Antonio War, brushed aside the claims, while specifying that the District Council does not permit transfer of trading license from one holder to another.

However, when appraised of specific incidents when licenses had been transferred from one holder to another, War defended his stand stating that permissions for those transfers were granted following court orders.

“According to the court order, if the license holder is dead his son, being the legal heir, could claim the possession of the license,” War added.

However, Syiemlieh reiterated that there have been cases where the procedure of transferring the license was done on a plain paper without proper verification of the documents.

He also asked the EM Incharge to check such loopholes and stick to the provisions of the Regulation.
