Extortion: A thriving business

 Guwahati: On the wane but is still a trouble. Yes, militancy is now more of a cottage industry for some waywards to spin money through extortion using terror tactics than fighting for a cause in Assam’s twin hill districts of Dima Hasao and Karbi Anglong.

In both the hill districts splinter armed groups come into being after the principal outfits agree to call truce and engage in talks with Government of India.

The breakaway groups rights way indulge in extortions and other criminal activities much to the dismay of common people.

Security sources informed that there are bigger outfits in the region like the NSCN-IM and the ULFA (anti-talks) who are always eager to patronize these new breakaway factions so that they could share the extortion booty.

An atmosphere of peace, though uneasy was prevailing in Dima Hasao district in the wake of truce called by both the factions of militant Dima Halam Daogah (DHD) – DHD (Dilip Nunisa) and DHD (Jewel Garlosa).

A new militant group called, Dimasa National Revolutionary Force (DNRF), a breakaway faction of DHD (Jewel Garlosa) has again created trouble in the district by resorting to rampant extortion targeting common people especially people living in areas of the district bordering Nagaland.

Police informed that the DNRF has colluded with NSCN-IM of Nagaland which is pursuing a peace process with government of India, in launching the extortion drive.

People in certain border villages in the district are being served with extortion notices by ‘Naga Army’ (armed wing of NSCN-IM).

The extortion notices served through village heads of various villages in Dima Hasao have asked every household to provide Rs 200 annual tax to Naga Army without fail.The Naga Army (NSN-IM) has already signed a pact with DNRF to carry out massive extortion in Dima Hasao district, a police source informed.

Meanwhile, Autonomous State Demand Committee (ASDC), a regional tribal political party has submitted a memorandum to Government of Assam demanding settiang up of Border Outpost (BoPs) in several villages of Dima Hasao in areas bordering Nagaland and Manipur to check infiltration by insurgents.

Those two States which are known for presence of Naga rebels belonging to NSCN-IM.

Similarly, another such breakaway armed group, Karbi People’s Liberation Tiger (KPLT) was formed immediately after two main Karbi tribe militants groups – United People’s Democratic Solidarity (UPDS) and Karbi Longri North Cachar Hills Liberation Front (KLNLF) – called truce about two years back.

The KPLT who has links with the ULFA (anti-talks) is now creating trouble in Karbi Anglong district through extortion and abduction. The KPLT has a base in inaccesible and hostile terrain in Singhason hills in the hill district.
