Anomalies in expenditure of SSA fund in Mizoram

Aizawl: Quite a number of anomalies and discrepancies had been found in the administration of Sarva Shiksha Abhiyan (SSA) mission in Mizoram, Comptroller and Auditor General of India (CAG), a report stated, the copy of which was submitted to state Finance minister, H.Liansailova at the ongoing Assembly.

Besides, the CAG report stated that there are still thousands of children, who do not go to school even after the implementation of Sarva Shiksha Abhiyan (SSA) mission in Mizoram for several years already.

According to the CAG report, while Sarva Shiksha Abhiyan (SSA) is a Government of India’s flagship programme for free and compulsory Education to the Children of 6-14 years age group, and moreover even after its implementation in Mizoram, yet in the session 2010-2011, there are still as many as 4,146 children who did not get education.

The CAG report further states that there is great imbalance in the expenditure of the SSA fund and the works it executed like construction of urinals, fencing and others for schools.

Moreover, regarding Mid-Day Meal for the school children, the District Project Coordination (DPC) had done things with their personal preference without paying heed to the wish of the Village Education Committee, the CAG report mentions, adding, while the Mid-Day Meal should be 502.50 calorie and 11.25 gram of protein, the SSA had provided only 464 calorie and 11 gram of protein.

Child Friendly Elements fund Rs. 130 lakhs which is under SSA had also been spent for other purposes, besides there is a suspicion of corruption, CAG report says.

As per the fund estimates, the fund had to be utilized for construction of toilets and water taps for school children; and also the fund had to be given either to School Management Committees or Village Education Committees. (NNN)
