SHILLONG: After the lukewarm response from the Congress for a pre-poll alliance, the NCP on Tuesday proposed an all party government in the State after the polls.

NCP Central Observer, Robert Kharshiing said that there should be a consensus on an all party Government which will focus on development and not on divisive, petty party politics.

“All MLAs will support the Government when it does well and oppose it when it goes wrong. Voting will be by conscience and not by party whip. In a small State like ours we should work together rather than oppose each other for the benefit of the people of the State. Ministers should be appointed on rotation basis”, Kharshiing said in a statement.

According to the NCP leader, if voted to power, the party will adopt zero tolerance towards corruption. “On the first day itself, a Chief Minister’s Advisory Council will be announced which will comprise of all owners and editors of print and electronic media in Meghalaya. The President and General Secretary of KSU, GSU, JSU and FKJGP, the President and General Secretaries of all important NGOs within the State will also be a part of the Council “, Kharshiing said.

According to the NCP leader, all contracts, tenders and projects of the State will have to be passed by the proposed Council. “Everything will be in the open. Complete transparency will be the norm”, Kharshiing said.

Kharshiing said that E. Sreedharan, the former Chairman of Delhi Metro and Chief Justice, S. H. Kapadia who is retiring on September 28 will be requested to help as Chief Advisors to Chief Minister to clean up the State and create a model for other States to follow.

He also said that once elected to power, the Jan Lokpal Bill suitably modified for the State or the Lokayukta Bill will be passed in the first Session of the Assembly.

“We will initiate direct funding to the Dorbar Shnong or Village Councils, Dorbar Dong, village localities, mothers’ organizations and youth bodies in the State”, Kharshiing added.
