KHADC decision irks Nongkseh Basan

Derecognition of Kur Thangkhiew Lai Kpoh

SHILLONG: The KHADC Executive Committee’s decision to derecognize the Kur Thangkhiew Lai Kpoh (clan) as well as quashing the Sanad (appointment order) of Livingstone Thangkhiew as the Basan (traditional chief) of Nongkseh has kicked up a storm.

“The KHADC has taken this major decision without giving the clan the opportunity to be heard. The decision of the Council is unjustified,” former Basan of Nongkseh Livingstone Thangkhiew told reporters while addressing a press conference here on Monday.

Informing that the Council has issued an order to derecognize the clan on October 11, he said that five days later, the KHADC issued another order quashing his Sanad as the Basan.

“The main reason for derecognizing the clan is to quash his appointment as the Basan. Without derecognizing him, the Council cannot remove him,” Thangkhiew said.

Alleging that the cancellation of the Sanad is being done without any reasons, the clan has threatened to move to court if the Khasi Hills Autonomous District Council (KHADC) failed to issue the final order on the cancellation of the appointment of Thangkhiew.

“We demanded the KHADC to immediately issue the final order on the cancellation of the appointment (sanad) of Thangkhiew as the Basan of Nongkseh,” Clan leader BF Thangkhiew said. The decision came following strong oppositions of the clan on recent interim order of the KHADC quashing the Sanad (appointment order) of Livingstone Thangkhiew as Basan Nongkseh even while maintaining that Thangkhiew was given the Sanad as Basan on June 6, 2012.

“The final hearing was completed since September 13 on the matter,” Thangkhiew said adding “However, the KHADC recently came out with the interim order of cancellation of the Sanad without giving any reasons.”

The Clan would submit a memorandum on this regard to the KHADC Chief Executive Member (CEM) PN Syiem on October 25, he added.
