SHILLONG: The hearing into the CSWO president Agnes Kharshiing’ s appeal before the State Information Commissioner CD Kynjing seeking the CBI report on the appointment of assistant teachers in the government lower primary schools was held at the Commissioner’s office here on Tuesday.
Though Kharshiing had filed the RTI application five months ago, the concerned authorities dealing with the matter refused to divulge information under RTI Act.
During Tuesday’s hearing, the designated first Appellate Authority of the Directorate of School Education and Literacy, JD Sangma furnished reply to the show-cause regarding the matter. Sangma is in the news for naming the then Education Minister Ampareen Lyngdoh for her role in tampering of marksheets as per the CBI findings.
In his reply to the show-cause, Sangma said the Public Information Officer of the Directorate of School Education and Literacy, P Ryngksai appeared before the designated Appellate Authority and stated that the CBI report on the recruitment of teachers has not been transmitted to the PIO and therefore PIO is not in a position to release the document. Interestingly, Raswai is also the member of the High Level Scrutiny Committee which is examining the manipulation of marks. The CSWO president had field the RTI in June this year on the need to get the CBI report, but it was rejected. Later, she approached the first appellate authority, but again the report was denied and lastly the CSWO moved to the State Information Commissioner over the issue.
The State Information Commissioner, however, reserved his verdict on the matter. “When the court forwards the CBI report to the public authority, it automatically comes into public domain” Kharshiing, however, added.
