SHILLONG: Normal functioning of the North Eastern Hill University (NEHU) has been paralyzed for several days now after the non-teaching employees of the University launched an agitation against the non-fulfillment of their long-pending demands.

The non-teaching employees of the University have launched the agitation in protest against the denial of benefits for 116 NEHU employees under the Assured Career Progression (ACP) scheme.

Speaking to media persons here on the NEHU premises on Monday, NEHU Non-Teaching Staff Association (NEHUNSA) general secretary Andy Nengnong said, “Around 116 of our friends were not given benefit under the eight plus twelve scheme.”

The agitating staffs pointed out that even the Delhi University was providing benefits under the Assured Career Progression scheme and questioned why NEHU too can’t act on the same lines.

“About 75 per cent of the non-teaching staff of the University has already been provided the benefits while others have been left out,” he said.

The ACP scheme aims at dealing with the problems of genuine stagnation and hardship faced by the employees due to lack of adequate promotional avenues and has been approved by the Central Government based on the recommendation of the Fifth Central Pay Commission.

Broadly, under this scheme two financial upgradations are to be granted on completion of 12 and 24 years of regular services to the employees who have not earned any regular promotion from the date of appointment in the existing grade.

Scretary of the Association, OM Prakash, said, “The benefits which are being given to the staff of Delhi University after 12 years of service are provided in NEHU only after completion of 16 years of service. We want that the benefit should be provided to us after 12 years on the line of Delhi University.”

“Earlier we had resorted to pen-down/ tool-down strike for two hours daily, but now we will increase it to four hours,” he said.
