SHILLONG: The High Level Committee (HLC) on Influx is likely to submit its report to the State Government either on December 20 or 21.
Official sources on Tuesday said recommendations would be submitted to the State government once Deputy Chief Minister Bindo Mathew Lanong, who is the also chairman of HLC, gave his assent.
“He (Lanong) would be out of station for the next few days. As soon as the Deputy Chief Minister returns they would submit the recommendations,” sources said.
When asked if the NGOs has sought for any addition or changes in the original draft of the recommendations which has prepared by the HLC, sources said that none of the NGOs has come forward requesting any addition or change in the original draft.
The committee has infact received request from two individual members to the committee- Morning Star Sumer and Syiem of Hima Khyrim Dr Balajied Syiem to make some addition.The final report of the High Level Committee (HLC) on Influx which was circulated to the NGOs has recommended introduction of the Inner Line Permit in the State including Garo Hills.
The HLC, in its final report, has recommended that the ILP could be structured in a manner that would facilitate the participation of traditional institutions, NGOs and civil society and due care and exercise needs to be taken so that genuine citizens should not be subjected to any undue harassment.
On the extension of the provisions of the Act with regards to Garo Hills, the final report stated that a separate legislation would be required for extension of ILP in Garo Hills.
