SHILLONG: The judicial inquiry report into the May 31, 2009 infamous Shillong jail break has not indicated anything regarding fake encounter killing of jail break mastermind Full Moon Dhar.
Seven under trials led by Dhar had escaped from the jail, but the next day Dhar was killed in an encounter in Jaintia Hills, while the remaining people were recaptured.
It was the recaptured under trials made a revelation that Dhar was killed in a fake encounter after he was caught by police.
According to sources, during the hearing, the Steering Committee Against Murder of Democracy (SCAMoD), which has been pursuing the jail-break case, could not substantiate the allegation beyond doubt that the jail-break mastermind was killed in fake encounter.
Sources also said the then SP of Jaintia Hills , MK Singh , during his cross examination before the Commission, had made it clear that he had to fire in self defence during the encounter.
The Commission has also not found any police official guilty of any omissions or commissions during the encounter.
The commission also dwelt on jail reforms so that the recurrence of jail breaks can be prevented, sources added.
Justice (retd) S P Rajkhowa had submitted the jail break probe report to the Chief Minister Dr Mukul Sangma on January 11. Four days later, Rajkhowa expired in Guwahati following a cardiac arrest. The jail break probe was ordered to find out the reasons behind the escape of seven under trials led by the jail break master mind Dhar and also to ascertain the allegations of fake encounter killing.
