State NGOs adamant on ILP

SHILLONG: The NGOs of the State on Tuesday sought an explanation from the Chief Minister on the recommendations made by the High Level Committee (HLC) on influx last year on implementation of Inner Line Permit (ILP) to check influx in Meghalaya.

While reiterating their demand for implementation of the ILP in the State, the pressure groups comprising of the KSU, FKJGP, RBYF, CSWO, AJYWO, HNYF, JSU and GSU met the Chief Minister on Tuesday to discuss the recommendations forwarded by the HLC on influx headed by Bindo M Lanong, the then Deputy Chief Minister.

According to the KSU president Daniel Khyriem, the Chief Minister, Dr Mukul Sangma, has sought for more time to study the recommendations.

“We will wait till the Assembly session is over before seeking action on the part of the government to come up with an effective mechanism to check influx in the state”, Khyriem said.

Recalling the recommendations made by the HLC last year, FKJGP president Joe Marwein said that the Dr Sangma had also suggested setting up of an anti-infiltration directorate and a strong tenancy law.

Meanwhile, HNYF general secretary Sadon Blah said, “We demanded that the ILP should be introduced, and that the other proposed mechanisms should be implemented as supplementary steps towards tackling the problem of influx.”

Last year, the government had constituted two committees on influx – a high-level committee headed by former deputy chief minister Bindo M Lanong and an official committee under the chairmanship of Chief Secretary WMS Pariat.

The committee led by Lanong had decided on the inner-line permit to contain influx. However, there were some members of the committee who recommended implementation of the three-tier identity card system.

Later, Chief Minister Dr Mukul Sangma said that there are alternatives mechanisms to check influx and the same will be deliberated upon in details soon after the Budget Session.
