Action to be taken only after substantial evidence: CM

SHILLONG: Chief Minister Dr Mukul Sangma assured that all necessary action would be taken if there is substantial evidence to prove that MLCU had diverted the Government funds worth Rs 10 lakh meant for conducting coaching classes on Civil Service Examination.

So far, the Government has no information about the mis-utilisation of funds which were granted to the University for conducting coaching classes,” Dr Sangma said while replying to a question raised by HSPDP legislator Ardent Miller Basaiawmoit during the Question Hour in the Assembly on Friday.

However, raising a supplementary question, Basaiawmoit said that as per the information available with him, the University has diverted the funds instead of conducting coaching classes.

“The funds sanctioned by the State Government were diverted for construction of the boundary wall and other civil works,” the HSPDP legislator said.

Citing that there is a letter of proof in his possession to substantiate the allegation, Basaiwmoit said that the grant of Rs 10 lakh received from the State Government has been budgeted by the University for the construction of the boundary wall and other civil works which were not covered by the NEC grant for the North East Career Institute.

Last year, RTI findings had revealed that that the University had allegedly misused the funds released to the tune of Rs 10 lakh by the State Government for conducting coaching classes for the students of the State who are aspiring to join Civil Services, like the Indian Administrative Services (IAS) during the year 2009-2010.

However, informing that the Government had sanctioned an amount of Rs 10 lakh to MLCU for conducting the coaching classes, Chief Minister said that the University so far submitted the utilization certificate for an amount of Rs 52,883 which they had spent to pay the salaries of the faculties which they had appointed to conduct the coaching classes.

“The University in fact submitted an action plan on the ways and means to utilize the remaining amount of 9.64 lakh. I have been informed that they are also conducting coaching classes for medical entrance examination,” he said.
