Information on KHADC royalty share being collected

SHILLONG: District Council Affairs Minister HDR Lyngdoh said the department is presently collecting the information about the total share of royalty which has been paid to the KHADC with effect from March 2009 to March 2013.

“The DCA department is not at all involved in the collection of revenue. It is the Mining and Geology department and Forest and Environment departments who are collecting the share on royalties on major mineral resources,” Lyngdoh said while replying to a query raised by Sohra legislator T Chyne during the Question Hour in the Assembly on Friday.

To a supplementary question, he said that the detailed information would be furnished once the relevant information is made available to the department.

Sanbor threat

The South Shillong Legislator Sanbor Shullai has threatened to file an FIR against the members of an organisation claiming to be Panchayati Raj at Madanriting and to drag them to the court of the district council.

During the Question Hour, after the HSPDP legislator Ardent Basaiwmoit wanted to get a reply from the District Council Affairs Minister HDR Lyngdoh regarding the organization at Madanriting which issues certificates equivalent to Panchayati Raj , Shullai, without waiting for the reply of the Minister, stood up and said that the Government should take action against such people.

Though the Assembly Speaker AT Mondal intervened, it was in vain as Shullai went on saying that as a member of District Council, he has the authority to file FIR against the members of Panchayati Raj and to take them to the District Council’s Court.

Earlier, in his reply, Lyngdoh said that like Nagaland and Mizoram, Meghalaya does not fall under the purview of Panchayati Raj system as part IX of the Constitution under Article 243 M (2) (a) does not apply to the states of Nagaland, Meghalaya and Mizoram.
