SHILLONG: The State Government has failed to utilise several crores of rupees which had been earmarked under the centrally sponsored schemes of Pradhan Mantri Gram Sadak Yojana (PMGSY) and Sarva Shiksha Abhiyan (SSA).
As per the report of the Comptroller and Auditor General of India for the year ended 31 March 2012, the information provided by Chief Engineer (Standard) MM Sunn on December 2012 stated that the Union Government had released a total amount of Rs 37 crore for the PMGSY scheme during 2011-2012.
“Out of the total amount released, Rs 23.12 crore was utilised thus leaving an unspent balance of Rs 13.88 crore,” the CAG report said while adding that the utilisation certificates of the funds which had been utilized were also not furnished by the department.
In relation to the implementation of the SSA, the CAG report said that the total funds available during 2011-2012 was Rs 249.70 crore.
“The Government utilised Rs 197.79 crore leaving an unspent amount of Rs 51.91 crore,” the CAG report said.
According to the report furnished by PHE Chief Engineer SK Sunn in November 2012, the Union Government released a total amount of Rs 93.11 crore for the implementation of the National Rural Drinking Water Programme (NRDWP) during 2011-2012.
“Out of the total fund of Rs 116.37 crore, which includes opening balance of Rs 23.10 crore and 0.16 crore balance available with the State implementing agency of the scheme, a total amount of Rs 83.19 crore was utilised during 2011-2012 leaving an unspent balance of Rs 33.18 as on March 2012,” the CAG report said.
The CAG report stated that the PHE Chief Engineer also claimed that the utilization certificates of the funds which are already utilised was furnished to the Union Government.
