Nagaland govt constitutes state finance commission

Kohima: The Government of Nagaland has constituted the 2nd Nagaland State Finance Commission with E. T. Sunup, Retired IAS officer as Chairman; Retired Secretary (Finance), K. Heni and Retired Director, Training and Administration G. W. Lee as members and Joint Secretary, Finance Department Vekropa, to function as part time Member Secretary to the Commission.

According to official sources today Nagaland Chief Secretary Alemtemshi Jamir, in a Notification dated June 1 last, stated that the tenure of the Commission shall be for a period of 18 months from the date of notification and the Commission shall make recommendations relating to the principles which shall govern the distribution between the State and the Municipalities on the net proceeds of taxes, duties, tolls and fees leviable by the State, which may be divided between them, the determination of taxes, duties tolls and fees which may be assign to, or appropriated by the municipalities and the grant-in-aid to the municipalities from the Consolidated Fund of the State.

The Commission will also make recommendations on the measures needed to improve the financial position of the municipalities, the rates of various taxes, tolls and fees that may be raised by the Municipalities and the method of determining the same and any other matter referred to the Commission by the Government in the interest of sound finances of the municipalities.

It is also mentioned that while making its recommendations, the Commission shall have regard, among other considerations to the objective of balancing the receipts and expenditures of the State Government and the Local Bodies and for generating surplus in capital investment and the resources of the State Government and demands thereon particularly in respect of expenditure on civil administration, maintenance and upkeep of capital assets, maintenance expenditure on plan schemes and other committed expenditure or liabilities of the state.
