SHILLONG: The North-Eastern Hill University Teachers’ Association (NEHUTA) and North-Eastern Hill University Non-teaching Staff Association (NEHUNSA) have demanded judicial inquiries into the function of the present Vice-Chancellor Prof AN Rai and his predecessor Prof Pramod Tandon.
“We demand a judicial inquiry against the present Vice-Chancellor who is leaving half-way after creating mess in the University. We also demand a judicial inquiry against the former Vice-Chancellor (Prof Tandon),” the two associations said in a joint statement here on Saturday.
The associations also demanded that the Union Ministry of Human Resource Development (HRD) should refrain from the practice of appointment of non-committed individuals.
“The Ministry will be held responsible by the people of North-eastern region for destroying the premier central university by appointing incompetent and disinterested persons as the Vice-Chancellor,” the associations said.
The associations also demanded that Prof Rai should not be allowed to leave the University till he takes corrective measures to all the gross anomalies and malfunctioning that had damaged the University in last two-and-half years.
“Prof. Rai appointed a person as the Director, Internal Quality Assessment Cell (IQAC) ignoring all statutory provisions and authorities. In the screening of the applicants for promotions under Career Advancement Schemes (CAS) and Higher Academic Grade (HAG) programme including the VC’s application, gross violation of the procedure of screening and favoritism was deliberately allowed,” the associations alleged.
According to them, the Vice-Chancellor appointed a pro Vice-Chancellor 15 days prior to the actual selection to facilitate his own appointment as higher administrative/academic grade (HAG) professor.
The associations also alleged that the University’s non-plan and plan money to the tune of about Rs 2 crore were diverted towards the Indian Science Congress Association meeting held in January 2009 without any proper accountability and sanction of University authorities.
“Prior to his arrival, the previous incumbent also built up a nexus between contractors and administration and the office of Prof. Tandon, the then Vice-Chancellor, by way of large scale diversion of funds from one head to the other which accounted for double damage to the University,” the associations said.
