Kohima: The Election Commission has announced September 4 as the date of bye-election to Noksen Assembly Constituency under Tuensang district in Nagaland.
The bypoll was necessitated as Chief Minister Chang of the ruling Naga Peoples Front (NPF) was appointed as the Education Minister and decided to quit the Assembly seat.
According to the EC release, the bye-election was necessitated to fill “clear vacancy” from Noksen Assembly Constituency which needed to be filled up.
Taking into consideration various factors like, festivals, electoral rolls and weather conditions, the EC decided to hold bye-election to fill this vacancy. Mr Chang had submitted his resignation to the Nagaland Legislative Assembly Speaker Chotisuh Sazo on March 14.
Issue of notification would take place on August 10, while the last date of nominations is August 17.
Scrutiny of nominations will take place on August 19 and last date for withdrawal of candidatures on August 21.
The date of polling has been slated for September 4, counting of votes on September 7.
The Model Code of Conduct (MCC) would come into force with immediate effect in the Tuensang district.
Meanwhile, the Election Commission has issued directives to Deputy Commissioner (DC), Superintendent of Police (SP) and Police officer’s to strictly enforce the order of the consolidated instructions.
Official sources said the EC has issued clear direction that during the period of electioneering, private vehicles can be used by the contesting candidates or agents only after registration of vehicles with the District Election Officer (DEO) or any other officer specially authorized by the DEO.
All details of such registered vehicles for campaign shall be handed over to the expenditure observers.
Any vehicles found campaigning without such registration with the DEO shall be deemed to be unauthorised campaigning by the candidate and this may attract penal provisions under IPC and therefore be taken out of the campaigning. (UNI)
