SHILLONG: Findings from the RTI filed by the Jaiñtia youth Federation (JYF) have revealed that the draft gradation list of unarmed branch sub-inspectors of Meghalaya Police uploaded in Meghalaya Police website does not differentiate between SIs recruited directly and those who are promoted, which is against the police manual.

In a statement issued here, President Jaiñtia youth Federation (Central Body) P Majaw said that the list contradicts rule 39, Part III of the Assam Police Manual which is being followed by Meghalaya Police.

The police manual clearly differentiates directly appointed SI from the one who is promoted. As per the rule, promotion to the rank of Inspectors will be made by the Inspector General of Police from the list to be prepared by a state selection board constituted by the former from time to time for the purpose; “provided that a promoted Sub-Inspector who has been confirmed in the rank and has a total of 10 years continuous service in the rank on a specified date will be eligible for consideration and for promotion to the rank of Inspector. A directly recruited Sub-Inspector will be eligible for consideration and for promotion to the rank of Inspector after completion of 6 years service after confirmation,” the rule said. “Due to some favouritism, there is an attempt on the part of the Government to make directly SI equivalent to the one who is promoted,” the JYF alleged.

“If Assam Police Manual is followed for all other purposes, why is the Home department indifferent to it when it comes to promotion,” Majaw questioned.
