One time grant for ex-MDCs of KHADC, JHADC

SHILLONG: Sohra legislator Titosstarwell Chyne (UDP) has urged the State Government to release the one time grant for payment of the pension arrears of the ex-MDCs of both the KHADC and the JHADC.

While moving a cut motion during the ongoing Autumn Assembly Session here on Wednesday, Chyne expressed his happiness that the Government had, at least, released the one-time grant for payment of the arrears of the ex-MDCs of the GHADC.

“I would like to request the State Government if it could also release the amount which has been proposed by the KHADC and JHADC so as to enable the two Councils to pay the pension arrears of the ex-MDCs,” the Sohra legislator said.

He said that around 40 ex-MDCs of the KHADC who were waiting for their pension had passed away.

“We hope that the Government will sanction the amount so that the other ex-MDCs will finally get the pension after waiting for so many years,” Chyne said.

In reply, District Council Affairs Minister HDR Lyngdoh said that the delay in sanctioning the one time grant to the KHADC was owing to the confusion on whether the pension arrears should be provided only to MDCs after the formulation of the pension law in 1999 or it should be provided to all the ex-MDCs ever since the inception of Autonomous District Councils (ADCs).

He, however, said that the Government has taken a decision that the total amount of Rs 5.4 crore as proposed by the KHADC for payment of the pension arrears of the ex-MDCs would be made available through the 14th Finance Commission.

“We would however release the one time grant to the KHADC through the State Contingency Fund before pending the allocation of the fund from the 14th Finance Commission,” Lyngdoh said.

The Minister also informed that the one time grant of Rs 2.54 crore to the GHADC has also been allocated through the State Contingency Fund.
