13 Dorbar Shnong speak out against proposed Tenancy Bill

SHILLONG: The Synjuk ki Rangbah Shnong Nongthymmai Pyllun, Shillong, a constituent of 13 Dorbar Shnong of Nongrim Hills, Nongshilliang, Pohkseh, Rynjah, Lapalang, Lumbatngen, Lumiawblot, Demthring, Nongkhyriem, Lawjynriew, Lumsohphoh, Lumdiengsoh and Lumpyngngad, has opposed the proposed Meghalaya Regulation of Landlord and Verification of Tenants Bill, 2013, stating that the proposed Bill was against the customary laws.

Chairman of Synjuk ki Rangbah Shnong Nongthymmai Pyllun, WB Najiar, said that the present practice of the Dorbar Shnong is functioning smoothly.

“The Dorbar is helping to curb influx in many ways and forms,” he said, while adding that the Government should give more power to the local authorities i.e. the traditional bodies to check influx at different level.

The Synjuk in its meeting also urged the District Councils to take up step to implement in letter and spirit the powers and functions of the Dorbar Shnong as enshrined in the Sixth Schedule of the Constitution.

Meanwhile, the Synjuk has also condemned the recent statement of Mylliem legislator RV Lyngdoh in the Autumn Session of the Assembly that the Dorbar Shnong and Syiem were responsible for the influx since they were issuing NOCs for trade licenses and certificates.

The Synjuk stated that the MLA should remember that all the NOCs are issued by the government authority and District Councils and the power to either grant or refuse such NOCs lie with them.

“The Synjuk urges the MLA to refrain from such immature comments in future,” Najiar added.

The Synjuk, while expressing concern over the incidents of arson and destruction of public properties, appealed to the NGOs and Dorbar Shnong to take step to check such incidents and prevent anti-social elements and miscreants from taking advantage of the prevailing law and order situation.
