Tenancy Bill: Headmen’s body to skip public consultation

cott of Synjuk Ki Rangbah Shnong, an umbrella body of the headmen, the public consultation process on the draft Meghalaya Regulation of Landlords and Verification of Tenants Bill 2013 will be officially launched by Chief Minister Dr Mukul Sangma on Friday.

The decision of Synjuk Ki Rangbah Shnong not to attend the launch of public consultation meet is a set back for the Government as the process was meant to elicit views and comments from the maximum people as possible on the draft Bill.

In a statement issued here on Thursday, SKRS general Secretary RL Blah said that the Synjuk Ki Rangbah Shnong would not attend the public consultation process as the SKRS had sought a clarification on the motive of initiating consultations on the Bill, but it is yet to be made known to SKRS.

After the launch of the consultation process on Friday, the members of the public will be invited to participate in further consultations on the draft Bill on dates to be notified by the respective Deputy Commissioners of the concerned districts to ensure the crystallization of a legislation which can effectively contain the problem of influx in the State, according to a recent statement of the political affairs department.

The political Affairs department had also said with a view to ensure that all sections of the society are provided with adequate opportunity to participate in the consultations on the draft Bill, the State Government has decided to hold meetings separately with traditional institutions, teachers, academicians, civil society groups, intelligentsia, youth and students, in all the eleven districts of the State on dates to be fixed by the Deputy Commissioners.

The State Government has already notified the constitution of a Ministerial Committee to be headed by Community and Rural Development Minister Prestone Tynsong, with Power Minister Clement R. Marak, Urban Affairs Minister Ampareen Lyngdoh, legislators RV Lyngdoh, Kennedy Khyriem, Justine Dkhar and Cherak W. Momin as members, to participate in the public consultation process.
