Cabinet to meet on Tuesday

SHILLONG: The state Cabinet scheduled to be held on Tuesday will decide whether the upcoming district council elections should be held on delimited or pre-delimited constituencies.
With objections from various quarters against holding elections in delimited constituencies, the cabinet will take a call on the matter, an official source said.
The Cabinet is also likely to fix the date for holding the district council elections during the meeting.
Govt mulls Police Accountability panel: The State Government is contemplating the formation of a Police Accountability Commission which will look into complaints filed against police personnel. The issue is likely to feature in Tuesday’s Cabinet meet.
The move to form the Commission assumes significance in view of several allegations of misconduct including rape and robbery against police personnel.
An official source said the State Government is exploring ways and means based on the Meghalaya Police Act, 2010, to constitute the Commission.
As per the Police Act, in addition to the already existing mechanisms and functions, duties and responsibilities of the departmental authorities, “accountability of the police shall be further ensured through the additional mechanisms”.
The Commission will have a chairperson, members and other staff necessary to inquire into public complaints supported by sworn statements.
As per the Meghalaya Police Act, all police officers and authorities shall refer all allegations of serious misconduct against police personnel, coming to their notice, to the Accountability Commission.
It will also be the duty of the heads of the district police and of the state police as well as of any other concerned state agency to provide to the Accountability Commission all information they may reasonably require to perform their duties.
Moreover, interference with the functioning of the Accountability Commission will be punishable.
