New Delhi: Pandemonium over Telangana and some other issues paralysed Parliament for the fourth working day on Monday as members created uproar leading to repeated adjournments of both the Houses.
Lok Sabha saw one adjournment before it was adjourned for the day soon after noon. Rajya Sabha was adjourned four times till 2 PM.
As soon as the two Houses met for the day, it was repeat of scenes witnessed last week.
In the Lok Sabha, several members, including supporters and opponents of division of Andhra Pradesh to carve out Telangana state, trooped into the Well raising slogans.
They were joined in the Well by members of Samajwadi Party who were raising slogans against the communal violence bill.
SAD members were on their feet with placards demanding that Congress Vice-President Rahul Gandhi name those behind the 1984 anti-Sikh riots.
Amid pandemonium, Speaker Meira Kumar adjourned the House for an hour minutes after it met for the day.
Similar scenes were witnessed when it reassembled at noon.
The Speaker’s repeated appeals to the members to return to their seats evoked no response forcing her not to take up notices for no-confidence motion moved by several members, including V Aruna Kumar of ruling Congress.
Among the other members who had given the notices were K Narayana Rao of TDP and Raja Mohan Reddy of the YSR Congress.
As the din continued, Kumar adjourned the House for the day after the laying of papers.
In Rajya Sabha, tempers ran high with official papers being torn by some members protesting against mention of 10 MPs for action over “violation of rules” in the House last week.
The House saw uproar over Telangana and other issues like harassment of Tamil fishermen as soon as it met for the day and was adjourned for 10 minutes within one minute of assembling.
TDP members protested against bifurcation of Andhra Pradesh holding placards, while issues raised by DMK and AIADMK MPs, who were also in the Well, could not be heard in the din. In the prevailing chaos, V Maitreyan (AIADMK) was seen tearing papers.
Before the Lower House was adjourned, Leader of the Opposition Sushma Swaraj raised the issue of hail storm damaging crops in several areas, including Punjab, Haryana and Vidisha in Maharashtra.
She charged the Centre with not providing adequate compensation to the farmers, whose crops were damaged by drought, floods or even hail storm, despite state governments seeking central assistance.
Swaraj said while insurance companies collected premiums from individual farmers, compensation was paid only when large tracts of land were affected and not the individual’s farm.
She sought amendments to the crop insurance laws to cover the farm as a unit, instead of a tehsil or a district. (PTI)
