Special committee yet to ascertain misappropriated amount

JOWAI: The scam in JHADC has surfaced again and the Thombor Shiwat led Executive Committee has even constituted a Special Finance Committee to ascertain the exact amount misappropriated.
The Committee headed by the Member in charge Financial Affair as the Chairman, Principal Secretary LP Nongpluh as the member secretary and Finance and Account Officer, B Sana as the Assistant Secretary along with AA Chullai and Desous Pohshna both Executive Members, Officer on Special duty, B Pachiang, Member Secretary Planning Board, HB Dkhar as members.
The Special Committee constituted by the Executive Committee (EC) will enquire in to the report of Unauthorized Retention of huge amount of Council Revenue Receipts without depositing the Council Fund.
As per the District Council Fund Rules, the Council Revenue Receipts has to be deposited in the bank on daily basis. “The amount collected should promptly be deposited and it is practices that the revenue collected daily should be deposited in the bank on the fist working hours next day”, the JHADC Chief, Thombor Shiwat informed.
“However, we have detected that since October 2013 till May 2014, the Finance and Account Department has failed to deposited the revenue generated on daily basis”, the JHADC
It is also learnt that the Finance and Account Department has started to deposit the fund of the council. In July, a total of Rs. 3, 41, 10, 744 was deposited and the committee still verifying the date of collection and also directed the Finance and Account Department for proper classification of the total amount collected department wise in a month.
The JHADC Chief also informed that the retention of revenue and suspicious misappropriation of the District Council revenue was during the previous Executive Committee and continues till May and when it comes to the knowledge of the present EC, the EC immediately constitute a Special Enquiry Committee.
Sources also informed that since October 2013 till March 2014, during the previous Executive Committee, the JHADC has receipt revenue of Rs. 2.48 crores which was not deposited by the JHADC Finance and Account Department.
“During the initial stage of the investigation by the Special Finance Committee, it was detected the sum of Rs. 61.09 lakhs is lying in F & A Department”, sources said.
“We blamed the Finance and Account Officer (FAO) and the Cashier for the illegal and Unauthorized Retention of Council revenue receipts. Both the officers of the Finance and Account Department have abused their Powers”, a member of the Council said.
Speaking to the EM In charge Financial Affairs, JR Pyrtuh who is also the Chairman of the Special Finance Committee, he informed that proper examination to determine the actual misappropriate amount is on progress.
“We hope that everything will be completed only after July,” Pyrtuh said.
The JHADC Members has also faces another problem as the Council has not paid their salary for the last two months.
The CEM informed that insufficient fund in the bank due to the e alleged misappropriation was the main reason for non-payment of their salary.
