SHILLONG: West Garo Hills Deputy Commissioner Pravin Bakshi has refuted the allegation that he allowed systematic looting of public funds to benefit Meghalaya Rural Development Society (MRDS) and a contractor.

Referring to the news item appeared in The Shillong Times on Tuesday under caption ‘Over Rs 5 crore spent on the non-existent toilets’, Bakshi in a statement termed the allegation as false and fabricated even as he said that the report has been framed by East Garo Hills Deputy Commissioner Vijay Mantri, who now has been transferred out of the district on charges of corruption and nexus with militants.

“It is interesting that though he (Mantri) has been transferred on 6th July , 2014 he has shown no intention to move out of the district as he is busy trying to shield himself from the barrage of inquiries which he is facing ranging from case involving impersonation of IG , CID in which a threatening email which he has sent to me in the name of Inspector General of Police , CID, to corruption and nexus with militants,” Bakshi said

“The truth is that Vijay Kumar Mantri has always had a deep personal grudge against me who is senior to him in service,” he said.

“It has reared its ugly head several times but it has been ignored by me. It has prompted him to indulge in character assassination, mudslinging for which I have documentary proof and oral depositions. He has always tried to find fault and frame me . What perfect example than this leak (the news report) after two and a half years. Was he sleeping for two and a half years? For two and a half year he himself was the Chairman of MRDS and DWSC – he has only indulged in witch hunt and did no productive work . He has bullied and harassed and used his official position to manufacture the report to his liking on totally false premises,” an angry Bakshi said.

“Very interestingly Vijay Mantri came to Tura few weeks back in the cover of darkness without informing anyone like a fugitive to poison the minds of Superintendent of Police, West Garo Hills and other senior apex level authority and other functionaries . When they did not oblige or take interest – he even apologized to our senior officers for sending the report and he sought pardon saying that he will withdraw the report. It can be proved by me . So it is clear as day that the inquiry was false and motivated ,” Bakshi said adding Mantri used to circulate fake mails to tarnish his image.
