New Act to speed up land acquisition process

SHILLONG: The State Cabinet has taken a decision to adopt the provisions of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 to reduce the disparity while assessing the market value of the land between urban and rural areas which are acquired by the Government for various development projects.

“We understand that the market value of land in the rural areas will be lower compared to that in the urban areas,” Chief Minister Mukul Sangma told newsmen after a Cabinet meeting here on Thursday.

To safeguard the interests of land owners in the rural areas, the Chief Minister said that last year the UPA Government had adopted the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013.

“The latest legislation has laid down rules for granting compensation, rehabilitation and resettlement to the affected persons. The new Act also has provisions to provide fair compensation to those whose land is taken away, brings transparency to the process of acquisition of land to set up factories or buildings, infrastructural projects and assures rehabilitation of those affected,” the Chief Minister said.

Sangma said that the Revenue and Disaster Management departments will have to assess the market value of land as per the provisions of the new Act.

“The assessment of market value for payment of the land compensation for the various projects like Umsning Bypass and four laning of the Shillong-Guwahati road will be done as per the new Act,” he added.
