KHADC MDCs fail to submit utilization certificate of grants

CAG report castigates defaulters

SHILLONG: The KHADC MDCs have failed to submit the mandatory utilization certificates (UCs) to grant-in-aid which was sanctioned from the Art and Culture and Youth Affairs department during the fiscal year of 2007-2008 and 2008-2009.

The CAG report for the year ended March 31, 2008, stated the grant-in-aid amounting to Rs. 6 lakh under ‘Youth Affairs’ and another Rs.4.20 lakh under ‘Arts and Culture’ during 2007-2008 were sanctioned to 30 MDC.

“Each MDC was paid Rs.20,000 for youth affairs and Rs.14,000 for Art and Culture. The UCs in respect to the grant paid for youth affairs were submitted by only two out of the 30 MDCs. Similarly, only eight MDCs submitted the UCs in respect to the grant paid for Art and Culture,” the CAG report said.

The report stated that in the absence of the UCs, utilization of grants of Rs.8.68 lakh paid to the remaining MDCs could not be vouched by Audit.

Meanwhile, the CAG report for the year ended March 31, 2009, stated that the grant-in-aid amounting to Rs.5.60 lakh under Youth Affairs and Rs.2.80 lakh under Art and Culture were sanctioned by the Council during 2008-2009 to 28 members of the KHADC.

“Each MDC was paid Rs.20,000 for youth affairs and Rs.10,000 for Arts and Culture. Here again, only four MDCs submitted the UCs in respect youth affairs while only three MDCs submitted the UCs in respect to the grant paid for Art and Culture,” the CAG report said.

The report also stated that in the absence of the UCs, utilization of grants of Rs.7.30 lakh paid to the 24 MDCs for youth affairs (Rs 4.80 lakh) and 25 MDCs for arts and culture (Rs.2.50 lakh) could not be vouched by Audit.
