SHILLONG: A senior cadre of HNLC identified as Ornet Phanbuh (37), hailing from Mawlai Nonglum, Shillong, surrendered before senior police official Ricky Dkhar here on Monday.
According to police, Phanbuh, a self-styled corporal was from the 2002 batch of the outfit and had been looking after a makeshift HNLC camp Aru Sumer in the Chittagong Hills Tract of Bangladesh.
