Bail granted to four accused in MLCU scam

SHILLONG: The four accused in the alleged misappropriation of funds released by NEC for setting up of the institute for civil service training by MCLU, obtained bail with surety on Friday during a hearing in the Court of Chief Judicial Magistrate.

The CBI recently filed charge sheet against former Registrar of MLCU Rev. Edwin Harris Kharkongor, contractor Orianda Kharkongor, Engineer Glostick Lyngdoh and Architect/ project consultant Delmonica Rowena Shullai.

During the hearing on Friday, the copies of charge sheet and other additional documents were provided to the accused all of whom were present in the court.

The Court will fix the next date of hearing shortly.

The CBI in its charge sheet filed before the Court said that MLCU had approached NEC for the construction of North Eastern Career Institute for imparting courses in civil service, engineering, and medical management at the cost of Rs.3.93 crore.

The first installment of Rs.1.11 crore was released under Infrastructure Development of Educational Institute in the name of Rev. Edwin Harris Kharkongor and out of this, Rs.1 crore was kept in fixed deposits (Rs.25 lakh each in four accounts), the CBI charge sheet said, adding that there was an interest of Rs.12 lakh from the fixed deposits.

According to the findings of CBI, the accused showed utilization of funds by saying that the construction was going on and it was supported by the signature of the measurement book by Orianda and Glostick, while Delmonica failed to verify the works carried out.

Following this, NEC stopped further release of money besides seizing three of the four fixed deposits as the amount in one fixed deposit had already been withdrawn.
