SHILLONG: KHADC Chief Executive member Adelbert Nongrum on Sunday said that he will personally appeal to the High Court of Meghalaya to issue a stay order against the ruling of the Single Bench which had questioned the role of the Rangbah Shnong in the State.
“I will personally appeal to the court to issue a stay order against the judgment during my appearance on January 27. I will also appeal to the Court to work in close coordination with the KHADC in putting in place a proper system and also to formulate a legislation which will be binding on all the traditional heads in the State,” Nongrum said, while admitting to flaws in the present system.
“As the chief of the KHADC, I will take all possible steps to ensure a proper mechanism is put in place to check the imbalances in the prevailing system. But I need the support of everyone to be able to achieve this goal,” he said.
Nongrum, however, said he will not appeal to the court to quash the case against him.
“I will leave it to the court to decide. If I am wrong, I am ready to apologize,” he added.
He also reiterated his appeal to his supporters to maintain calm during the scheduled hearing.
Govt returns Village Administration Bill to KHADC for ‘corrections’
Meanwhile, in a new twist to the ongoing contention over the delay in passage of the KHADC (Village Administration) Bill, 2014, the State Government on Friday returned the bill to the Council for corrections.
“The District Council Affairs department returned the bill to the Council on Friday. But I am not aware of the details of the letter from the State Government since it was addressed to the Secretary of the Legislative Wing of the Council,” the KHADC CEM informed on Sunday.
He said that he will have to place the matter before the Executive Committee for any minor correction but if the State Government has issued a directive for re-drafting of the bill then the bill has to be place before the House for approval, Nongrum said.
He also hinted that if the need arises he will hold a consultation exercise with the various stakeholders, political parties, NGOs and the traditional heads before re-tabling the re-drafted bill in the House.
