RTI hints at discrepancy in payment of muster roll salaries in PWD

SHILLONG: RTI findings hint towards a major discrepancy in the payment of salaries to muster rolls under the Executive Engineer PWD, Shillong Central Division.
As per RTI documents, the sectional assistant of the office, who is responsible for payment of salaries, has not maintained the salary register of the muster rolls properly and glaring errors have been detected in the way the names of the muster rolls were written in the register.
As per the RTI documents, the names of some of the muster rolls were written in two different ways. For instance, Dhan Bahadur Pradhan was also registered as Dhon Bahadur and Puranam Chettri as Naram Chettri.
Moreover, the muster rolls were asked to put their thumb impression on the salary register following which a revenue stamp was pasted on top of it. Asking the muster rolls to give the thumb impression first raises suspicion that it is being done with the intention to illegally withdraw the salaries. Sources alleged that under this system, anybody’s thumb impression can be used to withdraw the salaries.
Interestingly, it was also noticed that the name of the father of one of the muster rolls, Elbis K Budnah, was mentioned differently in the list.
While in the first instance, the father’s name was mentioned as MN Doloi, the second time it was put down as D Mawlein.
