SHILLONG: There is lack of clarity on the part of MeECL as far as implementing the pre-paid meter system as approved by the State Cabinet recently is concerned.
“The confusion is that who will purchase the pre paid meter which costs around Rs 6,500. The consumers cannot afford this amount and the burden will come on MeECL, which is not prepared for this,” sources said.
There is also confusion over what the MeECL will do with the costly equipment which have already been purchased for spot billing.
In this context, only Government establishments can use the pre-paid meter system as the cost of installation of pre-paid meters will be borne by the Government. Moreover, even if there is delay in payment for consumption of energy, the Government establishments do not face the heat in a way individual households do.
The pre-paid meter system was implemented in the MeECL residential quarters at BC House and at Lumjingshai, GAD quarters besides a few other Government establishments.
The MeECL claimed that the pre-payment of electricity bills and use of pre-paid energy meter has been accepted by most electric utilities worldwide as a way to improve customer service, cash flow and revenue cycle.
