SHILLONG: The UDP member Paul Lyngdoh on Thursday narrated the plight of split personalities who are both MLAs and MDCs, while dealing with the building bye-laws of state government and KHADC.
While a moving a motion on the building bye-laws, Paul Lyngdoh gave the example of HDR Lyngdoh who is the District Council affairs Minister as well as an MDC in KHADC.
Paul Lyngdoh said that while the Minister in charge of District Council affairs is advocating implementation of MUDA bye-laws being part of the cabinet, the same person goes to the district council and asserts that MUDA will not be allowed to interfere into the laws passed by KHADC.
In the similar way , Lyngdoh said that while the same Minister is in favour of the draft Bill to empower traditional institutions , he as MDC does not want to see any dilution of the powers of the traditional institutions. “This is the case of split personalities occupying the highest positions in the state”, Lyngdoh added.
