lKHADC budget session ends
lHSPDP stages walk-out

SHILLONG: The budget session of Khasi Hills Autonomous District ended on Thursday with the passing of Rs 16, 02, 37,980 cr  vote-on-account.
The vote-on-account is for the period from April 1 to June 30 for the 2015-16 period. The full budget will be tabled in June.
During the session for the approval of the various grants, HSPDP MDC PS Syiem moved a motion with regard to the grant of allocation to Civil Works and Development Department, where he called for the need to be self sufficient so as to generate more revenue.
Earlier in the day, MDCs from HSPDP staged a walk-out protesting the passing of the KHAD (Constitution of Traditional Dorbars) Bill, 2016.
Former KHADC chairperson Teilinia Thangkhiew and Pyniaid Sing Syiem walked out of the House just after the tabling of the Bill.
According to them, the Bill should have been referred back to the select committee for further examination.
PS Syiem alleged that the CEM and the EMs have some vested interests in bringing the Bill.
Referring to Section 3 of the bill, Pyniaid said, “I have to put this question before the CEM that if the bill is passed, does he mean that the traditional heads will be allowed to sit in this same house with the MDCs.”
Echoing a similar view, Thangkhiew said, “MDCs are elected representatives and they are totally different from traditional heads. I totally disagree with this move to include the MDCs under the same platform.”
Meanwhile, the bill pertaining to the preservation of culture, the Khasi Hills Autonomous District (Conservation and Promotion of Khasi Social Custom and Tradition) was also passed by the House.
