HYC terms Shira's nomination to GHADC illegal

SHILLONG: The HYC has termed the Congress-led government’s decision to recommend Selma D Shira’s name to the GHADC as illegal.
In a statement issued to the media, the HYC said that rule 6 (1) and (2) of the Assam and Meghalaya Autonomous District (Constitution of District Council) Rules, 1951 which bears resemblance to the constitution of ADCs provide that the ADCs shall consist of 30 members where 29 shall be elected on the basis of adult suffrage while one shall be nominated by the Governor.
The rule also states that the District Council may submit its recommendation to the Governor if it is so desires.
“So from where do the government and the Chief Minister derive the power to nominate the MDC? Is the act of the government legal?” questioned the HYC. It may be mentioned that the NPP and its alliance had earlier decided to nominate Conrad Sangma as a member of district council (MDC) to elect him as the CEM of the autonomous council. The decision to recommend Shira’s name was taken by the State Cabinet in a meeting held here on Friday.
