State Govt to be served with legal notice: SSA-RMSA president
SHILLONG: The Sarva Shiksha Abhiyan/ Rashtriya Madhyamik Shiksha Abhiyan (SSA-RMSA) members pointed out that as per mandatory norms of SSA framed by MHRD, the posts of teachers sanctioned under the SSA are regular posts and should have been created by states including Meghalaya in State Education Department with same salary, allowances and service conditions as of regular teachers.
This was highlighted by Arvind Rana, president of SSA-RMSA in a press conference on Friday, who further said, “The State Government stated that it is mandatory for the teachers to clear Teachers’ Eligibility Test (TET) as per National Council for Teacher Education (NCTE) norms which are misleading.”
If this is according to the Deputy Chief Minister in charge Education, RC Laloo, it would include 50 lakh teachers working in Government schools would have to clear the examinations which are not feasible, Rana said.
“As per the NCTE notification in 2010 and later amended in 2011, teachers appointed before 2010-11 are exempted from clearing the TET exams as per the Para 5 of the notification,” he added.
Regarding the payment of salaries to the teachers, he said that the Central Government provides 90 per cent of the funding while the State Government provides 10 per cent as a pre condition to (appoint the teachers on a regular basis.
He questioned the motive of the State Government as to the delay in regularizing the services of the teachers who consists of about 12,841 teachers in lower primary and upper primary schools in the state who have all along demanded regularization of the services.
Rana mentioned that there are anomalies in the state as no teachers are appointed under the State Implementation Society as it is meant for disbursement of funds.
In connection with the anomalies created, he said, “A legal notice will be served to the State government, if it failed to correct anomalies by regularizing services of the SSA teachers.” He added that Meghalaya has violated the norms of SSA and Right to Education (RTE) Act, 2009 as it has failed to appoint SSA teachers on regular basis.
He informed, “SSA teachers are appointed by the office of the SSA, State Mission Authority not by the School management committee as SMC is only a monitoring body as per provision of RTE 2009.”
In this connection, the teachers should be regularized under the education department with same salary, allowances and service conditions as of regular teachers.
