Central fund to ADCs
SHILLONG: The Rs 267 crore sanctioned by the Central Government to the Autonomous District Councils (ADC) of the State come with guidelines that empower the State Government to monitor the proposals of schemes. This was informed by District Council Affairs (DCA) Minister, HDR Lyngdoh.
“This is a onetime assistance of the Central Government to the ADCs where stringent rules are observed regarding proposal for scheme by the ADCs,” he said.
He stated that as per guidelines provided by the Central government, proposals for schemes may range from the establishment of markets, traditional courts etc.
It may be reminded that the Centre has allocated Rs 267.42 crore to the three ADCs -Rs 133.12 for KHADC, Rs 100 crore for GHADC, Rs 33.75 crore for JHADC.
As per guidelines, the State Government should submit the details of the scheme and subsequently the utilization certificates to NITI Aayog.
It will be mandatory for the state government to intervene if some of the scheme proposals of the ADC are not as per conditions of the Centre. “The ADCs cannot approach the Central Government directly and put forth the scheme proposals as it is clearly mentioned that as long as the Centre does not give its approval, the State cannot release the amount to the ADCs,” Lyngdoh said.
