SHILLONG: With the campaigning for the May 16 by-election to the Tura Lok Sabha seat entering its penultimate phase, The Shillong Times made an attempt to gauge the minds of the two contesting candidates – Congress’ Dikkanchi D. Shira and NPP’s Conrad K. Sangma – and their plans for the Garo Hills region in particular and the State in general.
