SHILONG: A magistrate, accompanied by police, carried out a spot inspection and probed the functioning of Kalpataru Academy at Rilbong on Thursday after the students were unhappy over the denial of admissions in various educational institutions in city after they passed out from Board of Higher Secondary Education, (BHSE),Delhi
Police said that it was after getting complaints from the Academy that a team of police personnel and the magistrate were rushed to ensure that there is law and order as the students were agitated.
The Kalpataru Academy, which is affiliated to BHSE, Delhi caters to the drop out students who want to appear again in Class X and XII examinations conducted by the Academy
Though the Director of School Education and Literacy A. Ch. Marak in August 2015 had given NOC to Kalpataru to affiliate to BHSE, the NOC was cancelled by the same official on June 7 as BHSE was not a recognized board.
The Department of School Education and Literacy, Union Ministry of Human Resource Development on June 6 had clarified that BHSE, Delhi is not a recognized Board.
The reply of the Union Ministry of Human Resource Development was following an RTI query posed by SR Marak, Joint Resident Commissioner, Delhi.
The reply said the Union Ministry has only two recognized education boards, CBSE and NIOS.
Following this, MBoSE had written to all the Higher Secondary Schools and related institutions not to admit any students declared passed by BHSE, Delhi for pursuing further studies.
The future of hundreds of students of Kalpataru Academy at Rilbong were affected after they were denied admissions in various educational institutions since the mark sheets and migration certificates from BHSE were invalid.
According to the students, they paid huge fees to Kalpataru only to realize that their future is bleak.
As many as 427 students were affected due to the sudden development.
The functionaries of Kalpataru said that they have already approached the East Khasi Hills Deputy Commissioner P S Dkhar who in turn asked them to take up the matter with the Education department.
“We are trying to sort out the matter and may even explore legal option, Debashish Chakraborty, Honourary Secretary of Kalpataru Academy said.
What perplexed the inspection team at Kalpataru was that the students of various schools who were not selected for the Board examinations by MBoSE in October were admitted at Kalpataru and within six months (by March), they got the mark sheets from BHSE.
Moreover, according to the students, the syllabus is a mixture of MBoSE and CBSE which has raised further suspicion.
The students have decided to meet the Deputy Commissioner to air their grievances.
Speaking to The Shillong Times, Deputy Director of MBoSE, M. Marbaniang said, “The motive of the Academy to affiliate itself to the Board of Higher Secondary Education, Delhi, which is outside the state, is surprising.”
According to Marbaniang, there are 56 recognized Central and State Boards in India, as for the Board of Higher Secondary Education, Delhi, it took the first spot in the list of fake boards as per Education India survey.
“Even the Ministry of Human Resource and Development has confirmed that it has not given any recognition to the Board,” he added.
As for the students who were enrolled in the Academy, another chance will be given to them, Marbaniang said.
“The students approached me and suggested them to enroll themselves in a school recognized and affiliated to MBoSE for another chance and compete for examinations,” he added.
