SHILLONG: Donkupar Sumer, the KHADC Executive Member in charge of labour, has asserted that the Council will not issue rampant labour licences to individual leasees. He also pointed out that the number of licences granted has come down in the last few years.
Refuting the allegations by the KHNAM youth wing and HYC that the Council grants extensive labour licences, Sumer said, “When we issue labour licences, it does not mean that it goes unchecked. When the office receives applications for labour licences, we have to make a thorough examination so that it is as per the laws. In doing so it will check the flow of immigrants in the State.”
Sumer e informed that the number of licences granted by KHADC has decreased over the years.
In 2014, 5,000 non-tribals were issued labour licences that came down to 4,000 in 2015. It has further decreased in 2016 and only 2,000 non-tribals were granted trading licences.
“It has come to the knowledge of the KHADC that there are numerous non-tribals who are working without valid trading licence and very soon the enforcement wing of the KHADC, along with a delegation of leasees recognised by the KHADC, will visit every commercial establishment and factories to inquire as to whether the workers have valid trading licences,” Sumer said.
The executive member said those who do not have valid documents will be given forms to fill up.
These forms should be submitted to the KHADC along with certificates from the house owner, police verification and other documents, following which their applications will be scrutinised by the KHADC.
